It would be useful to have the ability for managers to be able to load documents to an individual within the portal. For example, if a manager generates a letter for the employee, such as smart goals or an incentive compensation plan and needs to give this to the employee, there is no place to currently store this within the portal for an employee to view. It would also be nice for the employee to be able to sign off on the document showing that they received the document.

The more options for functionality the better, so being able to allow more than managers to load to the employees performance related documents would be great (Example: Maybe managers can by default, otherwise an approval permission needs to be set). For your second question, for our case we are looking to attach "performance" documents, but if there was functionality built in to load other kinds of documents that would be useful. Having an option to include an Attachment Type to the documents may be useful as this is how you could potentially separate "Performance" documents from a different type. If this was all stored in some sort of "Document Library" where you could filter by Document Type that would be great.

In our case, it would be great if the documents could live within the employee tools > performance section as the documents we are looking to load have to do with performance. Currently in the performance section you only have the ability to generate new performance reviews though. I'm thinking it would be nice to have a section in the My Performance tab (or another tab) titled Performance Documents. This is where managers could load pdfs for their employees to view.
