HR Resource Benefits is where you can see what benefits an employee has, and more importantly, when a benefit became effective. The Open Enrollment process in the portal is updating the Effective Date even when an existing benefit has been kept with no changes. The correct effective date for my current medical plan is 01/01/2018. I kept that plan and made no changes to it in Open Enrollment, but the Effective Date was changed to 01/01/2021 when the benefit selections were approved to HR. Now if HR needs to verify when that benefit truly became effective, they have to look through history and run reports rather than just look at the Effective Date. No change should be made to the Effective Date if no change was made to the benefit or benefit options.

A great example of this need is for CMS form L564. This is the form used for employees/former employees that sign up for Medicare. To avoid penalties for not signing up for Medicare when initially eligible, employers must verify their group coverage from original effective date.
FYI - I added a suggestion on the Vista HR side as well - since the Portal pushed to Vista HR.
I believe we need to have both dates. The Original Benefit Effective Date and then the Rate Effective Date (current Effective Date) so we can relate to both dates. The rates can change from year to year (Effective Date) but my original participation date should be available. Some of our insurance company feeds want to know when an employee first participated in a benefit (5 years ago) and internally we want to know as well.
