As confirmed in case 30601503 the Pending PO dashboard only displays items you created or you are on the workflow for.
It should follow bJob or bContract security within Vista.
For example; a PM on a job is changed to another user halfway through the job - This PM does not have visibility into any of the existing Pending PO's because he was not on the workflow for them, even though he has access to the Job through Vista security.
