When users are requesting to reset their passwords, if they are using Chrome and have saved their password it is defaulting in the fields. Maybe labeling the fields above the entry field will help. Their password is defaulting in the SSN field because they are using Chrome. Most have tried on their mobile device and then tried to change their password on their computer.

The text added to this portal setting will show up at the top of the password reset page and allow you to tell your users anything they need.
