Users who approve personal information are asking if they could receive an email notification when users make changes to their personal information. Currently there is no way to have an email reminder be sent when these updates are made/requested.

If I'm understanding your request correctly, this functionality already exists today. Go to the Admin > Admin Roles page. Here you can enabled the Notify Real-Time and/or Daily which will send emails to your Personal Info approvers.
