Pending time off requests can only be canceled by the admin or approver. The employee should be able to cancel their pending time off requests.

Yes. Employees should be able to delete past pending requests. The admin/manager gets the email that the request has been canceled and can make the decision at that time if they need to look into it.

For past requests, we would expect their manager or admins to cancel/delete it if it was never taken. Wouldn't want an employee to take the day off and then cancel it if it hadn't been approved yet.

No its a past request that didn't happen.

Users should be able to cancel their time off requests at anytime as long as it's a time off request in the future. Can you confirm this is the behavior you are seeing and expecting?
