Right now it is a system-wide setting - enabling it sets the Job Time Approval page to a single job for ALL users which means that they are able to change which job they are looking at, but it won't allow them to approve time for multiple jobs at once. The need changes per user and it would be more convenient for those that suffer from time outs to be able to limit the size of the approval batch - but let the other users continue using the all jobs feature.
