We have guys that work on multiple jobs in a week. When a supervisor is approving time, they may see a partial day and not know what happened the rest of the day...did they enter their time for the other job? Did they forget? Why don't they have 40 hours? Did they have overhead time? If they could see all the time (but not edit it) it would eliminate some confusion.

Timecard lines on the Job Time Approval page will only show up for a user if they are setup as the job approver of the job selected on those timecards lines. It sounds like your users don't need to approve time by job. If that's true, you can add all of your timecard approvers as Time sheet Reviewers for all of your Jobs in Vista and then use the "Require Job Approval Employee Security via Role Assignment" with the Approval Permissions "Can Approve Job Time For" to filter the which employees for job time approvers will see on the Job Time Approval page. You may want to use the "Require filtering of Job Approval results by job" portal setting so not all job lines are not showing at the same time (loading too many lines at once might cause performance issues).
This will still not show Overhead lines unless you create an Overhead job for users to apply their time to. The best way for an approver to see all time for an employee is by using the manger based Timecard Approval.

Our supervisors all approve time through jobtime approval since crew members do not regularly work for the the same foreman. Is there a setting I should be checking so they are able to see all time for their crew even if it's not their job?

This should be available today if you have your foreman setup to approve time based on their employees. They should be able to see the whole timecard for their employees. What approval are you using?
