Option to schedule time card approval notification

Would like the ability to set an option, by user group ideally or have it set at the user level, to choose when the timecard approval reminder email is sent.  Some people would like to get it when the time card is submitted in real time and others who have many people to review would like to get it at the end of the pay period (or when it is due to be approved.....+2 or 3 days after PR End Date).  Some of our salary people enter their time in advance and submit for the pay period.  Which then triggers a daily Email to their approver who doesn't want to approve until the end of the pay period.  Yes, we are aware that one option is to not let them do that, but in most cases it is a safe submission.
