We had a number of managers wish to unsubmit their review in order to do things like normalize scores across their reports, etc. Would love to see a save then "share with employee" option that finalizes the review in an unchangeable status.

100% agreed. The admin needs the ability to unsubmit a performance review for several reasons, chief among them - managers make crucial mistakes on reviews that require fixing. As things stand today, the only option available to an admin in this case would be to purge the entire review and have the manager start over from scratch, which is a very significant flaw in the current system.
The workflow would be more efficient and flexible if closer to how onboarding is designed - wherein the admin has the ability to kick documents back when there are problems, and once the admin is satisfied all is well, they also have the ability to handle the final "initialization" of everything into the system.
Managers would also significantly benefit from being able to download copies of the review prior to having actually hit submit on said review.
We have had several cases where a manager needs to update a review. Adding this feature would be a big time saver. Having the "share with employee" function that Matt suggested would also be fantastic.
