Don't change Tax code/Amt on change of line data

In those cases where a Line is changed in Financial Controls and the Tax code/Amt would be blank, do not change existing code and AMT.
In many cases, taxes are calculated by the source vendor and not the destination. In addition, many vendors calculate taxes differently than Vista does. The amount must match to pass a sales tax audit.
There are also multi-level taxes based on basis amounts that can't be calculated by Vista and must be calculated by AP.

This is the way the system used to work prior to 1.20.5.xxx and it is a large error to assume all customers have simple tax structures that the system can auto-calculate for you.
