It would be helpful if the system would allow time approvers to manage they own lists without going to the admin section of the system. Currently, this is managed in the security section which is not effective as approvers need to contact HFF security admin (IT) to make any required changes.

Do you currently use Crews in the web portal? Enabling this will allow your managers to create and edit a group of employees that they can then select on the top of the Timecard Approval page. It won't fix the issue with adding employees to a manager (perhaps a SQL rule on the employees group can work for this), but it will allow managers to filter the employees they see on their Timecard Approval page.
