Great news team, this feature exists today. When we were looking it there was a filter on the grid for unapproved only. See the attached image. If you switch that to all timecards, you can see all cards an employee has regardless of the submitted status. Even better news, there is a portal setting "By default, only show Unapproved Timecards in Manager Approver Dashboard" (Admin > Portal Setting > Timecard > Manager Approval). Uncheck that portal setting and you will have the view you need.
One more set of good news. For individuals that can enter in timecards for employees, they automatically get access to manager timecard. It removes the approval button, but still allows users to see the values. This is perfect for what you need and should match the workflow in Field Time.
