Right now, the Approved for Billing checkbox doesn't get marked, which means you can't interface the bill in Vista without opening the JB Progress Billing form and manually checking that box. We would like to automate that process.

The Progress Billing module is currently designed to check the Ready For Review checkbox once the bill has been submitted and then the Draft Approved checkbox once the Progress Bill has been fully approved. The Sent to Customers and the Approved for Billing check boxes are purposely not checked by the approval process in the portal because these were designed to be used on the Vista side as additional workflow options for Vista users. Do you currently have your required Review Level for Initializing Progress Bills as Approved for Billing? If only using the web portal for the Progress Billing workflow, I would recommend changing your require Review Level to Draft Approved.
