This will prevent incomplete on-boarding documents from being uploaded into Vista which then have to be removed and replaced with completed documents by HR personnel, a time consuming manual process. In addition to the employee on-boarding documents, we have Recruiter/HR/Internal documents which are to be completed as part of the on-boarding process. An additional option to designate specific On-boarding Admins who can initialize with incomplete documents would also be helpful.

With the Hiring Location permissions, you can prevent some users from being able to initialize any new hires over to Vista. By limiting who has the final review and ability to push these new hires over to Vista, this issue should come up less.
