If someone else reviews an expense on behalf of someone else, this is not logged, so we have no way of knowing who the actual reviewer is.
Invoice review already audits and shows this information. In the reviewer column, invoice review shows the reviewer name, but then lists the domain name (i.e. DOMAIN\username) of the user that actually reviewed the invoice.
