Default timecard phase based on PR Employee UD field

Some employees always code their time to the same phase. This is common for supers and PMs, particularly when the company is not self-performing work. Yet we can't default the phase for employees. Other softwares have a default phase on the employee; Vista does not. We'd like to see the option for a User Defined field on the PR Employee to prefill the phase code in the standard timecard.
