Can the documents that get signed using the document dashboard be attached to the HR Resource Master instead of PR Employees

Is there a way to define the attachment type? for example, an attachment that gets posted to the pr ee master can be defined as a tax document?
Is this in Update Info...Submit a document or Manage Payroll Withholdings? I have the option when approving docs to save any attachments here to PR or HR...maybe you are referring to a different module though?
