Possible to see full picture of Applicant's process

We are seeing more sharing of resources from district to district when it comes to hiring, so it is imperative to know the full picture of where an applicant is in the process. If he/she has already interviewed and there was a specific outcome, it is important to other districts to know the same (i.e. offer / no offer). Right now, we are not able to fully see the stages of applicants and/or any correspondence (i.e. e-mails) which means at many times, we are doubling up on resources. It can allow applicants to "play the system", whether or not it's intentional, and essentially creates a sense of competition between the districts (many times without us even knowing it).
