Anytime an attachment is added, provide an indicator that it is attached. Currently you can only see attachments for none required items by editing the expense.

If you enable the setting that requires attachments the icon sill appear for everyone.
Attachment icon exist if the admin requires attachment before a expense can be approved/submitted but not if this requirement is not setup. Need to see attachments on all expense reports.
