Currently only the System and Security Admins can access the User Access page in the portal. In order to update the credit card information for users, we have to give individuals security admin privileges which is way too much access.

In our case, we would like to give specific security admin access to HR, and PR coordinators/assistants to ONLY help unlock employee accounts when needed. Current security admin permissions are way beyond this scope and open the door for human error on pages we don't want them to touch, such as approval permissions, manage lookups, and employee groups.
