Allow admins to set fixed column width in Grid Timecard so that users do not need to adjust columns when trying to see everything on a small screen; example Chromebook.

These widths are setup per PR Group.

This functionality exists today!
Your timecard admin will need to go to Grid Timecard Settings, click the advanced button on any timecard field, and then they can set a fixed width in pixels. Please let me know if you have any questions!
