Would be great if we had a way to handle Lock-In Notices (usually from the IRS) that prohibit the EE's W-4 withholding to be changed without IRS approval.
It should be visible to all users - including the EE in the self-service Portal and PR/HR staff in the Filing Status forms.
We currently use ud fields on the EE Dedn in Vista to notate when we have one of these in place - but that requires extra monitoring and work since it is not visible to anyone other than PR staff.

IRS Lock letters are not very a common occurrence so I'd like to see how the community feels about this request. For the time being, I'd recommend one of the following options. Disabling the Update Info section of the portal for the employees who are not allowed to update their payroll withholding, making the payroll withholding section read only for all employees, or having your admins check each employees "locked status" before approving payroll withholding updates.
