We create all of our own notifications in Vista as they can be customized and scheduled when we want them to be sent. I've been able to get all the emails that are sent when expenses need to be approved with the portal settings, however, when expenses are approved, emails are still going to all the submitters for each expense (for each approval step). There is no option to turn this off.
Our only option is to remove the email configuration completely but then we can no longer send the Welcome email for new employees which is very helpful.
