Expense reviewer group in portal user access is pulling ALL HQ reviewer groups and associated reviewers in, regardless of "Active" status in HQ Reviewer Group. This defeats the whole purpose of maintaining reviewer groups/reviewers. Reviewer groups available in portal should be only those with active selected and reviewers inside those groups should be the same.
