When users upload their expenses using their devices - it's usually a snapshot from their mobile device and that is stored as a JPEG image (same format it was taken). The JPEG format restricts the accounting team or any approver to add any comments to the image, even if they want to take a print out - the JPEG file doesn't easily align to a page, it entirely depends on the way user has taken the picture and is not print friendly. Many construction companies still depend on papers, so the suggestion is to provide the companies an option to choose what the default format all attachments could be managed, this will allow us to manage the way we want it to be managed.

The billing compiler should be handling the jpeg. I've opened a bug on the billing compiler to review why this isn't working. Regarding the auto convert to pdf we will review.
Considering that the Billing Compiler doesn't handle jpg, this is a pretty big deal. We desperately need this option installed or the Billing Compiler enhanced.
