We have been doing extensive testing with employee on boarding. In order to fully streamline the on boarding process, having a open enrollment window that is automatically generated for new employees, they can immediately login to the employee portal and elect/decline their benefits.

How about a checkbox in the Initialization window for "Benefits Eligible" that, when checked, would open a field for effective date and that would trigger the benefit window creation for that user.
The hang up would be that the user would still not be able to get in until their PREH record was linked to their VA Profile.
Maybe this is something that runs overnight and sends the notice once the employee number is found in a VA Profile?
I would also want it to limit to non-union employees only based on payroll codes/departments.
