Add Feature to Job Reviewer for Credit Card Expense

We would like to implement the newly released Job Reviewer functionality for Credit Card Expenses but 2 things are holding us back.

• Need to be able to turn on and off by company...this doesn't really work for our holding companies where many executives live.
• On companies where this is turned on, if the user that submits the expense is the same as the reviewer on the job, it must go to the reviewer that is setup in Keysytle instead.  Otherwise, I would have PM's able to approve their own expenses which is a no go from a checks and balances standpoint.
